As transport systems evolve to meet climate targets, digital transformation, military mobility and changing global trade patterns, the sector offers significant opportunities for long-term value creation—provided that resilience and sustainability are embedded at the core of investment strategies.
However, the current multi-crisis environment—marked by climate risks, geopolitical tensions, and inflation—has increased uncertainty and complexity for investors.
This session will explore how infrastructure operators and financial institutions are adapting their business models to remain competitive and sustainable to address political goals and objectives. Discussions will focus on investment priorities, risk mitigation and toll abolition, financing mechanisms, highlighting how capital can accelerate the transition toward resilient and sustainable mobility systems or the political decision leading to put in danger a sustainable financing scheme.
This session will also focus on the key solutions required to strengthen the resilience of transport systems, accelerate the transition toward sustainability, and ensure long-term economic and social value. By bringing together experts from infrastructure, financial institutions, policymakers, the discussion will offer a holistic perspective on how resilient and sustainable mobility can be effectively implemented.

Road infrastructure toll fraud represents a growing challenge for toll operators across Europe, particularly in an increasingly deployment of free flow interoperable tolling environment. As vehicles travel seamlessly across borders using European Electronic Toll Service (EETS) solutions and multiple tolling technologies coexist, ensuring that every road usage is accurately detected, billed, and collected has become more complex than ever.
This session will explore the different forms of toll fraud, including non-detection, misclassification, cross-border enforcement issues, and weaknesses in the interoperability chain. It will focus on the operational, technical, and regulatory challenges faced by toll chargers and service providers in guaranteeing that toll charges are collected at 100%. Through real-world examples and best practices, the session will highlight how data quality, system interoperability, fraud detection mechanisms, and cooperation between European stakeholders are essential to securing revenues while maintaining a seamless user experience for road users. It will also provide how the regulation is handling the topics with EETS Directive.
