Bachelor in Economics (University of Ljubljana). More than 20 years’ experience in motorway development, operation and financing. She is responsible for international relations, multilateral cooperation and EU funding at DARS d.d., Slovenian Motorway Company. Currently in charge of strategic planning, motorway development, as well as for preparation and monitoring of projects supported by different EU institutions. She has participated in several European and cross-border projects and platforms. She is actively involved in the operation of different international road associations, like for example in ASECAP as a Chair of the Permanent Committee for Data Gathering and Analysis/Statistics.

Aldo Filippini
Strategic consultant and member of the Board of Directors, NIVI Group

Born in London in 1959, Aldo Filippini graduated with honors in Business and Economics from La Sapienza University of Rome in 1982, presenting a thesis on marketing in the automotive sector. After initially working at an advertising agency and gaining significant experience as an auditor at a leading audit firm, he founded Studio Filippini & Associati in 1987, establishing himself as a professional in tax and corporate consulting.

For over forty years, Aldo Filippini has provided advisory services to major Italian and multinational companies, specializing in corporate governance, extraordinary transactions, and corporate reorganizations, with particular attention to generational transitions. Since 2018, he has been working with the Nivi Group as a strategic consultant and a member of the Board of Directors of the holding company, supporting the Group in governance development and strategic operations.

He holds institutional and corporate positions, including membership on the Board of Directors and the Board of Statutory Auditors of various industrial, financial, and service companies. He has played significant roles in the Order of Chartered Accountants of Rome, as member of the Board, coordinating numerous technical committees and directing the training school for trainees. He is the author of numerous specialized articles and publications on corporate governance, auditing, and corporate transactions.

Alessandra Besana
Manager, Abertis Foundation

With over 15 years of international experience in B2B Marketing and Communications across the Technology, Energy, and Mobility sectors, Alessandra holds the position of Manager of the Abertis Foundation. In this role, Alessandra leads the strategic alignment and positioning of the Foundation’s initiatives with Abertis’ ESG plan.

Alessandra's responsibilities include managing key projects of the Abertis Foundation, such as the UNESCOMED Center initiative on climate resilience and mitigation, the Rights of Way alliance with UNICEF for Road Safety in Brazil and India, the UNICEF STEM initiative in Mexico, and the coordination of the International Network of Abertis Chairs.

After gaining a diploma in legal studies from Oxford University, Alessandra specialised in competition law, obtaining an LLM from the University of Paris II Panthéon Assas. At the same time, she completed her legal training with a master’s degree in political science (Sciences-Po Paris) and a master’s degree in Political Economy of Europe  (London School of Economics).

Before joining ASFA as Director of Legal and International Affairs in 2021, she worked for several British law firms and for the French Transmission System Operator (Réseau de Trasport d'Electricité - RTE).

Alexander Paier
Expert in the field of C-ITS-and radio frequency management, ASFINAG Maut Service GmbH

Alexander Paier (Member, IEEE) received the Ph.D. degree from the Vienna University of Technology (Institute of Telecommunications), Austria, in 2010. His Ph.D. thesis “The Vehicular Radio Channel in the 5 GHz Band” received the ITS Scientific Award at the 19th ITS World Congress 2012 in Vienna. He is the author of several book contributions and numerous published articles.

From 2011 to 2023 he was employed at Kapsch TrafficCom AG as C-ITS expert for system/solution design, technical project management, specification, and standardization of C-ITS systems. During this time, he was responsible for C-ITS deployment projects from Canada via Europa to Australia. Since 2023 he is with ASFINAG Maut Service GmbH, Vienna, Austria, as expert in the field of C-ITS and radio- and frequency-management. Further he is member of ASECAP since 2023, where he is part of the COPER III team.

André Ferreira Ramos

Civil Engineer from NOVA University Lisbon and Master of Transport Planning and Operations from Técnico Lisbon. Traffic and mobility consultant since 2008, with experience with local, regional and national traffic studies, regional plans and European studies on the mobility sector, including dynamic tolling experiences. Senior Member and part of the Pool of Experts from the Portuguese Engineers Association. Currently at Brisa Group working at the Department of Studies and Advanced Analytics since 2022.

Ángel de la Fuente
Executive Director, Foundation for Applied Economics Studies

He holds a PhD in Economics from the University of Pennsylvania, where he received the award for the best doctoral thesis in 1991 and an MBA from Drexel University. After his return to Spain, he joined the Institute of Economic Analysis of the CSIC, where he is a Senior Scientist on leave of absence and has been vice-director of the center and member of the Humanities and Social Sciences Area Commission of the organization. He is a research fellow at the CESIfo Institute in Munich and a member of the Barcelona Graduate School of Economics and has taught postgraduate courses at the Autonomous University of Barcelona and other Spanish universities. He has been executive editor of the Journal of Applied Economics and a senior member of the European Expert Network on the Economics of Education. De la Fuente has worked as a consultant for the World Bank, the OECD, the European Commission and various Spanish administrations. 

Ángel de la Fuente has been Executive Director of the Foundation for Applied Economics Studies (FEDEA) since April 2014.

Bernard Jacob
Professor, Gustave Eiffel University

Bernard Jacob started working at SETRA on the safety of bridges and load codes, then joined the Laboratoire Central des Ponts et Chaussées (LCPC) where he led projects on the fatigue of metal bridges under traffic. He has led European and international projects on the weighing of heavy goods vehicles, dynamic interactions between infrastructures and vehicles, the safety and behaviour of heavy goods vehicles, their weights and dimensions (expertise for the European Commission) and was technical director of road operation and safety at LCPC and then transport and infrastructures at IFSTTAR before joining the Research vice-presidency of Gustave Eiffel University.

Bernd Datler

Bernd Datler studied business administration at the Vienna University of Economics and Business from 1992 to 1998. After completing a trainee programme at Unilever, Datler spent four years at Cap Gemini Ernst & Young as a management consultant in neighbouring countries and Austria, the last one and a half years of which were spent setting up the truck toll system. Datler then moved to ASFINAG Maut Service GmbH, where he took over as head of the system development department in 2006. On 17 November 2009, Bernd Datler was appointed managing director of ASFINAG Maut Service GmbH and is responsible for technical matters in this role.

Benoit Le Bret
Lawyer & Partner, Gide Law Firm

Benoit Le Bret is a partner in Gide's Competition team in Brussels. He has recognised experience in competition law, particularly in the field of state aid (financial services, transport, environment, energy, agriculture, major investments, PIIEC) and antitrust.

He also specializes in monitoring EU regulation in a number of sectors (structural funds, gambling and betting, aeronautics, energy and the environment, telecoms, online services). He has in-depth knowledge of internal market rules and Community players and procedures, and is used to negotiations with the European Commission and Community agencies such as ESMA, as well as litigation before the CJEU.

He represents and advises private equity clients on all EU regulatory matters, as well as major companies such as KKR and SNCF on EU-wide holding company and EU rail reform issues respectively, as well as potential state aid. Benoît regularly lodges complaints with the European Commission to redress or protect the interests of his clients in a wide range of sectors.

He has been a member of the Brussels and Paris Bars since 2008.

Prior to joining Abertis, Benoît spent over 15 years developing Public Private Partnerships in Asia Pacific and in the U.S. working both in the public and private sectors.

Bill Halkias
IBTTA President

Bill M. Halkias PE, F.ASCE, F.ITE, is Advisor to the Management of the Attiki Odos (Attica Tollway) Operation and Maintenance Company (Attikes Diadromes S.A.), having served the company as its Managing Director and CEO since its inception in 1999 and until 2022. Bill serves as the IBTTA 2024 President. His career spans over 40 years of professional activities in the field of transportation engineering, the first 15 of which in the US and the remaining in Europe. He has served as the first President of the Hellenic Association of Toll Road Network, with the distinctive title “HELLASTRON”. He has also served as President of the Association of European Toll Motorways «Association Européenne des Concessionnaires d’Autoroutes et d’ouvrages à Péage» (ASECAP) based in Brussels, Belgium, as well as President of the “International Road Federation” (IRF) based in Geneva, Switzerland. He has also served as a member of the Transportation Research Board (TRB) Freeway Operations Committee of the American Academy of Sciences and President of the Hellenic Institute of Transportation and Engineers (H.ITE). He is a licensed Professional Engineer in Greece and in eight US states. Bill Halkias is a graduate of the Rural and Surveying Engineering School of the National Technical University of Athens (1981) and holds a Master’s Degree in Civil Engineering from the New Jersey Institute of Technology in US (1984).

In 1999 he joined ASETA (Spanish Association of Concessionaires Companies Highways, Tunnels, Bridges and Toll Road) and in 2011 he was appointed General Manager. In 2014 he joined SEOPAN (Association of Infrastructure Contractors and Concessionaires) where he was had different positions.
Currently he is Director of Concession, Economy and Studies of this association.

Carlos Ursua
Director, Sociedad Concesionaria Autovía A-4 Madrid

Carlos Ursua is Director at Sociedad Concesionaria Autovía A-4 Madrid and an active member of the Innovation Area at ROADIS. He is Civil Engineer with a Master in Construction Management at Reading University and a PhD in Transport at Madrid Universidad Politécnica where he is an Associate Professor. With more than 20 years’ experience in public private partnerships, he has held executive positions in different infrastructure companies in a truly international environment.  He is a hardcore road safety advocate who displays a taste for human focused technology solutions.

Camille Gasperi
Project Director PPP - Transport infrastructure O&M, EGIS GROUP

Camille Gasperi is in charge of developing transport infrastructure operation and maintenance within the Egis group.

She has participated in the structuring of numerous international O&M projects. She also managed a company acquisition project (nearly 700 people) in Mexico in 2017 and monitored this company as a member of the board of directors (up to 2022). She has acquired significant expertise and solid practical experience in PPP infrastructure operations (road, rail, ports).

Camille has also been involved in the development of skills related to turnkey equipment maintenance, and is the "owner" of complete lifecycle models.

She leads the group of experts in supporting the Egis Group's operations, developing O&M expertise and integrating innovation and energy transition.

Christian Guarini
IT Project Manager, Autostrade per l'Italia

Christian Guarini is an IT Project Manager at Autostrade per l'Italia.

He received his Master’s Degree in Computer Engineering from University of Salerno and carried out his thesis research at UPC in Barcelona (Spain), where he focused on optimizing Subgraph Isomorphism algorithms through parallel computing, leveraging the power of GPUs and multicore architectures.

After graduating, he worked in the R&D department at the University of Salerno in collaboration with RFI S.p.A. (FS Group), designing and developing safety-critical applications to ensure the autonomous control and operation of high-speed trains.

In Autostrade per l'Italia Christian focuses on enhancing business processes by integrating cutting-edge technologies, including artificial intelligence. One of his key projects involved designing and managing the development of a Virtual Agent for automatic toll lanes, assisting users in resolving payment issues.

Christophe Boutin

Christophe Boutin graduated as an engineer from Ecole Polytechnique and l’Ecole Nationale des Ponts-et-chaussées. He started his career as a consultant with the Boston Consulting Group (BCG). He joined the highway sector in 2004, first at Société des Autoroutes Paris Normandie (SAPN), as director of construction and sustainable development and then in charge of the concession contracts at Sanef.

In 2011, he joined ASFA, the professional highway association in France, as deputy to the managing director before being appointed managing director in 2017.

He served as President of ASECAP, the European Association of Operators of Toll Road Infrastructures, in 2020. He serves as International Vice-President of IBTTA since 2023, Chair of the EETS Facilitation Platform, a contact point to facilitate the development of electronic tolling in Europe, set-up under supervision of the European Commission.

Chrisoph Schabasser
International Sales Engineer, REBLOC Concrete Barriers

Currently works at REBLOC Concrete Barriers, managing the sales of vehicle restraint systems in several European countries, including Spain and Portugal. Before joining REBLOC a year ago, he spent over six years specializing in vehicle restraint systems as part of a company focused on temporary traffic safety solutions for highway construction sites in Austria. This hands-on experience heightened his awareness of the critical importance of effective safety systems—not only for the protection of vehicle occupants but also for the safety of those who work on the roads at night, when construction and maintenance activities typically take place.

In his current role in international sales, he has the opportunity to promote the vital message of traffic safety to a wider audience. At REBLOC, he is part of a dedicated team that constantly strives to develop innovative precast concrete solutions to enhance road safety worldwide.

Claire Depré
Head of Road Safety Unit, Directorate-General for Mobility and Transport, European Commission

Before joining the Commission in 2001, Claire Depré previously worked in the European Parliament with responsibilities encompassing industry, research and ICT.

After a few years as assistant to the Director-General of Mobility and Transport, Ms Depré was appointed as Head of Unit for Intelligent Transport Systems in 2013. In 2016, the unit expanded to include urban mobility and alternative fuels infrastructure policy.

As of January 2021, Ms Depré has been appointed as Head of Unit of Road Safety. Together with her team she supports making Vision Zero a reality.

 

Claudia Eder
Managing Director, ASFINAG Maut Service GmbH

Claudia Eder studied economics in Linz and completed her Master of Business Administration (Global Executive MBA) at the WU Vienna and Carlson School of Management (University of Minnesota) in 2019. After a management trainee program at Thalia Buch & Medien, her career in the transportation industry began at Daimler in Singapore in 2007. Afterwards she moved to Vienna and was hired by the Austrian railways ÖBB in 2002. There, she served in several management positions at various organisations and became the Managing Director of the ÖBB-Business Competence Center GmbH in 2014. She also worked as a freelance business consultant in the framework of transformation and digitisation projects in the public and private sectors. In September 2021 Claudia Eder was appointed as Managing Director of ASFINAG Maut Service GmbH, where she is responsible in the fields of toll collection, enforcement and commercial matters.

Daniel Brunelli
Head of Product & Program Management Tolling & Road User Charging Solutions, CONTINENTAL

Daniel Brunelli leads the Product and Program Management team for Tolling Solutions at Continental, where he is currently responsible for the Electronic Tolling and Road User Charging hardware and software products. Daniel brings in a strong International Business experience from both Commercial Vehicles and Auto parts industry with 10+ years of experience in the field with deep knowledge and experience in Product & Project Management methodologies across EMEA and America regions.

He joined Continental Automotive in 2009 and has led various projects and value creation for new solutions in the fields of IoT, Automotive Telematics, Digital Tachographs and Fleet Management - where team product expertise and market-orientation has been crucial attributes to successfully drive Business Development across different regions globally.

Daniel holds an Executive MBA from Hochschule Furtwangen University in Baden-Württemberg and is a certified SAFe® Product Owner/Product Manager and Agilist.

David Buggiani
Head of Infrastructure Management Solutions, Movyon – Gruppo Autostrade per l’Italia

David Buggiani joined Movyon, a company of Autostrade per l’Italia Group, in late 2011 as a Technical Analyst/Software Developer working at Ecotaxe Project, leveraging on his previous experiences in software developing and IT systems gathered during the University and his previous job as developer at Reply. In 2015 he works as Technical team Leader for a Project related to an average speed enforcement system. In 2017 he collaborates as Design authority in a project that aims to produce a EETS platform and since 2020 he works as Head of Infrastructure Management, coordinating the team that, in Movyon, is responsible for all the solutions related to the management of infrastructures (Bridges, Tunnels, Pavement, etc).

David Kollenhofer
Team Leader Technical Operation Management within the département Road Operation and Maintenance, ASFINAG

Having graduated from Federal Higher Technical Institute for Electrical Engineering in Wiener Neustadt, David Kollenhofer studied Power Electronics at the University of Applied Sciences Technikum Vienna from 2001 to 2004. Since 2004 he works with ASFINAG in different positions while he simultaneously completed his MBA in General Management at the Californian Lutheran University in Thousand Oaks from 2014 to 2015.

ASFINAG is the Austrian highway operator compromising a 2.200 km long highway and expressway network and is responsible for the planning, construction, financing, operation, maintenance and tolling of motorways and expressways in Austria. Since the beginning of his activities, David Kollenhofer works in the field of electronic tolling, focusing on bi- and multilateral interoperability projects. Until the end of 2016, he successfully supported the progress of the European Electronic Toll Service due to his activities in the European funded REETS Project.

From 2017 to 2023 David Kollenhofer assisted the head of the department of operation and maintenance at ASFINAG Service GmbH, responsible for handling the operation of the motorways and expressways with more than 1000 employees. One part of his responsibility was the implementation of organisational change as well as the new management concept of rest areas at ASFINAGs network. Since 2023 David Kollenhofer is responsible for the Technical Operation Management and is leading a team of experts supporting ASFINAG O&M staff in their operational tasks due to digitalisation, procurement and training measures.

Diego Franceschini
R&D Specialist, Movyon – Gruppo Autostrade per l’Italia

Diego Franceschini received the B.Sc. degree in mechanical engineering and the M.Sc. degree in mobility engineering from the Politecnico di Milano, in 2020 and 2021, respectively. Currently, he is a Research and Development Specialist in Movyon, a company of Autostrade per l’Italia Group. His activity is focused on connected and autonomous vehicles, innovative tool for traffic management, and drone-in-a-box solution for highway monitoring

Domenico Zagari
Head of Mercury Programme, Autostrade per l’Italia

He is actually working in the Direction for Studies and Strategies in Autostrade per l’Italia

He is responsible for the motorway infrastructure digitalisation investment programme called Mercury and responsible for strategic partnerships for the Autostrade per l’Italia Group (main Italian motorway Concessionaire). The programme is made up of 5 Clusters – Connected Infrastructure, Intelligent Roads, Urban Mobility, Green Solutions and Flexible Pricing. The projects contained in the programme are aimed at increasing the safety of infrastructure and mobility, enabling road infrastructure for automated and connected driving, making mobility more efficient also in urban areas with a focus on sustainability.

In Sinelec, a technology company of the ASTM Group (second Italian motorway Concessionaire), he created and led the ITS department, for the development of the product portfolio and business support in Italy, Brazil and the United States. He led the definition and implementation of Smart Roads for the ANAS customer and for ASTM subsidiaries, also supporting the modelling of a new organization.

Graduated in Electronic Engineering at the Polytechnic of Turin, researcher at LISiN (Neuromuscular System Engineering Laboratory 1999-2003), researcher at CRF (Fiat Research Center - 2004) and Master's degree in Transport, Systems, Networks and Infomobility (2005). SWARCO Academy management development program (from 2016 to 2017). Expert in digitalization processes of Road Infrastructures (design and implementation of Smart Road solutions), ITS solutions for the mobility environment (Connected and autonomous vehicle – CCAM – Cooperative and connected autonomous mobility).

Dimitrios Gatsonis
Senior Executive, HOCHTIEF Solutions, and CEO of Aegean Motorway S.A.

Dimitrios Gatsonis is a Senior Executive at HOCHTIEF Solutions, and CEO of Aegean Motorway S.A. in Greece since 2009. Under his leadership, the Maliakos – Kleidi Toll Road Project was successfully restructured during the financial crisis in December 2013. The new sections of the motorway, comprising 11km of twin tunnels, was completed in March and handed over to traffic beginning of April 2017. In 2024 the Project was completely refinanced.

Before his appointment at Aegean Motorway in 2009, Mr. Gatsonis was a senior executive at HOCHTIEF AirPort. His assignments included Dep. CEO & Director Business Development at Budapest International Airport following its privatization, the development & restructuring of Sydney Airport, and the development & management of the new Athens International Airport.

Mr. Gatsonis looks back to more than 35 years of professional experience, 25 of which in the Development and Management of Airports and Road Infrastructure.

During his term at Aegean Motorway he developed a passion for road safety and joined the BoD of Panos Mylonas Road Safety Institute (IOAS) in 2019. Since 2020 he serves as Vice President of IOAS. He is also second VICE President and member of the executive committee of HELLASTRON.

Dimitris Mandalozis
IRF President - Chief Operations Officer, Aegean Motorway S.A.

A graduate of the Democritus University of Thrace with a degree in Civil Engineering, he worked for several years as a civil engineer for large technical companies in traffic/transportation management. Later, he moved to the Strategic and Organizational Manager position.Since 2016, he has held the position of Chief Operations Officer (COO) in Aegean Motorway SA, a 230km Tollway in Central Greece, where he heads all tolling, maintenance, and operation activities of the company.He is also a member of the Board of Hellastron (Hellenic Association of Toll Road Network).Mr. Mandalozis served as an IRF board member for several years before being appointed IRF President in 2024.He is an IEMA-certified climate change leader (Institute of Environmental Management & Assessment) and a member of several international working groups in IBTTA (International Bridge Tunnel & Turnpike Association), European Commission - Mobility & Transport - Cooperative, and Connected and Automated Mobility (CCAM).

Edoardo Ciorra

Edoardo Ciorra is an Innovation, Improvement Projects & Operations Performance Manager within the Business Unit Operations (BUOP) @ Autostrade per l’Italia with experience in ICT and Data Science projects, Transportation, and Smart/Sustainable Mobility.

Emanuela Stocchi is an expert in EU legislation and policies and she is the acting Director with responsibility of International Affairs for AISCAT (Associazione Italiana Società Concessionarie Autostrade e Trafori), the Italian Association of Toll Highways Concessionaires Companies. In this role she ensures the Association’s contacts with the EU Institutions and other European and International organizations active in the transportation field. She fluently speaks Italian, French, English and Spanish. Emanuela has an outstanding International background: she holds a degree in Political Science with a specialization in EU law and policies and she has worked in Brussels for eight years with ASECAP, the European Association of Toll Highways Concessionaires Companies, gaining a solid and comprehensive knowledge of all the EU Institutional and public affairs and expanding at the same time her EU and International network in the transportation area. Emanuela is still very active within ASECAP, being Deputy Member of the ASECAP Executive Committee and Chair of the ASECAP Permanent Committee of Road Safety, Environment and Sustainability.
Emanuela is currently serving PIARC (World Road Association) as President for the mandate 2025-2028. Emanuela served as well IBTTA (International Bridge, Tunnel and Turnpike Association - the worldwide alliance of toll operators and of the businesses that serve tolling) as Board of Directors' member, then International Vice-President and then President in 2017. She is currently serving in the Advisory Council of the IBTTA Past Presidents, as member of the IBTTA International Committee and Sustainability Task Force and as lifetime member of the IBTTA WIT (Women in Tolling).

Recent projects

NECS_National Highways_UK. In 2024, Indra signed a framework agreement for two suppliers of this speed control system, with a budget of £100 million over the next 10 years. Solution is in the process of development and certification in UK.

Toll and HOV Systems for Ayalon Fast Lanes. In 2021, the Israeli operator and concessionaire DAN contracted Indra to implement the free-flow toll system and vehicle occupancy control for users of the managed lanes on the Highway 20. Project is at the installation phase.

Fabio Colasanti
a Road Engineer, Autostrade per l’Italia

Fabio Maria Colasanti is a Road Engineer at Autostrade per l’Italia. He holds a bachelor's degree in Civil Engineering and a master's degree in Road and Transport Engineering.

His career has been primarily focused on the road sector, particularly within the Operations Unit. His main activities include monitoring the pavement performance characteristics of the network using high-performance vehicles and overseeing maintenance activities.

He has also contributed to the development of the Pavement Management System, for which he serves as the Product Owner.

Currently, he is the technical referent for the laboratories of Autostrade per l’Italia, where he is responsible for managing high-performance surveys on the Italian road network and overseeing laboratory activities related to asphalt conglomerate testing.

Fabio Scartoni
Director of the Business Unit, Nivi S.p.A.

Fabio Scartoni is the Director of the Business Department of Nivi S.p.A. that specializes in carrying out the collection of the toll offences on behalf of the most important Italian and European Motorway Concession Holders.

He holds a degree in Economics and a Master's in Credit Management which he achieved at the Watson Wyatt Worldwide (currently known as "Towers Watson"). He has two children and lives in Florence, where Nivi S.p.A. has its headquarter.

He joined Nivi S.p.A. back in 2016 after 15 years of experience made in the banking and financials' sector, when he had the chance to be employed in some of the most prominent Italian Credit Institutions. Working for Nivi allowed him to mature a profound knowledge of the operational processes and regulations that are linked to the collection of the Toll Offences and he has been in charge of several research and innovation projects throughout the years. He holds a Bachelor’s Degree in Construction Engineering obtained at the Polytechnic University of Turin and a Master Degree in Civil Engineering from the Ecole Nationale des pont et Chaussées in Paris.  He obtained a post-graduate Master at the Polytechnic of Turin on “Investigations for a mechanized excavation at great depth".

He’s deeply involved in the Wireless Power Transfer System projects for the recharging of electric vehicles.

He is also a PIARC member as a Vice-Chairman in 2 Committees, 3.4 related to the environmental impact of road infrastructure and 3.5 which is focused on the decarbonization of road transport.

Hari Kulathumani
Senior Engineer, EIB

Hari Kulathumani is a Senior Engineer in the Roads Infrastructure Division in Mobility Department at the European Investment Bank (EIB). He joined the EIB in May 2017. His responsibilities include evaluation, preparation and monitoring of the Road sector transport financing both inside and outside EU, providing expert guidance on road sector projects, to both internal and external partners (Promoters and other Multilateral Banks), working closely with governmental bodies and contributing to the formulation of policies related to transport sector.

Before EIB, Hari worked with both private and public sector organisations and held several managing positions. He was a Group Director at WSP Parsons Brinckerhoff, UK, providing senior leadership and managing their Group 5 Highways and Airports business with net revenue of GBP 6m. Hari also worked with Highways England, UK as a Group Leader for major projects east, providing a strategic leadership role and head of investment with direct accountability for £1.5 billion of transport projects in east of England. In this role Hari supported the development of policy and strategies for the transport network in east of England in consultation with Department of Transport, other stakeholders, and Local Authorities.

Herbert Kasser
Chief Financial Officer, ASFINAG

Herbert is an acknowledged expert in infrastructure management and finance. He served as Head of Department at the Federal Ministry of Finance as well as at the Federal Ministry for Climate Action, Environment, Energy, Mobility, Innovation and Technology (BMK). Herbert’s responsibilities included infrastructure funding, sustainable mobility solutions, innovation, and technology. Most recently, Herbert served as the Secretary General of the BMK. Ioana Statu

Ioana Statu has been working as a European public servant in the European Commission for the last 15 years, contributing to European policy making from various angles: audits of Structural Funds, program management and law making. As of 2019, Ioana is active in the Directorate General for Transport and Mobility (DG MOVE), as a policy officer in the Unit dealing with Road Transport, and is responsible for the legislative framework related to Electronic Tolling. From Brussels, she is liaising with stakeholders, monitoring the implementation of the European Electronic Toll Systems (EETS) Directive and putting all her efforts into seeing EETS interoperability become a reality inside the EU.

Jakub Kysel
Head of the Department of Implementation of Projects from Foreign Sources, Narodna dialnicna spolocnost

Jakub Kysel is a skilled professional in civil engineering, with a strong focus on securing funding for construction projects. In 2019, he started working for Narodna dialnicna spolocnost as a foreign investment specialist, eventually being promoted to Head of the Department of Implementation of Projects from Foreign Sources. In this leadership role, Jakub Kysel is responsible for managing and overseeing the acquisition of financial resources from abroad, particularly from the European Union. His efforts have played a key part in easing the burden on the Slovak Republic's state budget. Guided by the principle that "The construction of a motorway is an investment in a nation’s future, creating pathways for prosperity", Narodna dialnicna spolocnost has made significant strides in securing foreign funding, positioning itself as one of the largest recipients of such resources in Slovakia. Recent years have brought new challenges, especially in relation to projects focused on the Green Deal. This is also a challenge for Jakub Kysel as a specialist to find suitable projects and ways of financing them from European Union sources.

James Hofmann
IBTTA President

James Hofmann is the Executive Director/CEO of NTTA, leading the implementation of board policies and overseeing staff to fulfill the Authority’s mission. He rejoined NTTA in 2013 as the assistant executive director of operations, where he managed customer service, IT, and HR departments. Hofmann left NTTA in 2007 to work in the private sector, focusing on tolling and highway industry projects, including public-private partnerships and large-scale technology initiatives. During his earlier roles at NTTA, Hofmann led the creation of an enterprise geographic information system project project that won the 2003 IBTTA Toll Excellence Award. Hofmann serves as IBTTA's 2025 president and leads the association under the theme "Designing a Bold, New Future."  James chairs the IBTTA Emerging Technologies Committee and contributes to national tolling interoperability efforts. He holds a bachelor’s degree from Texas A&M University and a master’s degree from the University of Utah.

Jennifer Pauc
Climate Change Adaptation Project Manager, EGIS

Jennifer PAUC is an experienced Climate Risk Assessment Expert with a master’s degree in Geography from the University of Paris 1 Panthéon Sorbonne, France. Jennifer has worked for 13 years in the field of environment, disaster risk management and climate change adaptation, including 8 years as a project coordinator for institutional and humanitarian actors and 5 years as a project manager for consultancy firms. She has supported local authorities and civil societies in conducting climate change vulnerability studies and developing adaptation strategies in their development plans (TACTT, EVCa, GIZ method) and conducting feasibility studies on Forecast-Based Financing (FbF). Julián Núñez
President of SEOPAN

Julián Núñez is currently the president of the Association of Infrastructure Contractors and Concessionaires (SEOPAN), over which he has presided since 2013. He was also the president of the European Association of Operators of Toll Road Infrastructures (ASECAP) until May 2018 and, nowadays, is also the second vice president of this Association. In addition, he is Vice President and a member of the board of directors at the Spanish Confederation of Business Organizations (CEOE); Vice President of the National Confederation of Construction (CNC); chairman of the Commission of Concessions and Infrastructures at CEOE; council member of the Labor Foundation of Construction (FLC); a member of the Spanish Road Association (AEC) Board of Directors. Previously, he worked for ten years in Vias y Construcciones (ACS Group), five of which were spent as director of the Portuguese region and, additionally, two years within Euroresidencias Gestión. Julián is a civil engineer graduated from Madrid Polytechnic University (Promotion 1992) and an Executive MBA from Instituto Empresa (2000).

I have worked in the road infrastructure business across the globe, both as an owner and director  for 45 years. Speacilising in Traffic management, Barriers, Road Markings and more recently Digital Safety and Supervision.

Author of the Highways England Transforming Roadmarking project, Chair of the ERF (European Union Road Federation)  “digital workzone safety group”.

The aim of the working group is to look at current workzone safety practise and what benefits they offer the people working on or within them, how do they transition to a digital platform.

Major purpose is to identify what will this transition to digital add in terms of value, in terms of road worker safety, Carbon reduction, data, and stakeholder expearience. 

In this presentation I aim to explain our progress to date and the next steps of our activities.

Konstantinos Koutskoukos
ASECAP President

CEO EGNATIA ODOS S.A., Greece (Company responsible for the management of design, construction, operation and maintenance of a 657 Km highway)

Since 2019, Mr. Koutsoukos is CEO of EGNATIA ODOS SA.  He has served previously at various positions at egnatia odos sa, such as Director of Exploitation and Growth, Director of operation and maintenance.  Over the last 25 years Mr. Koutsoukos held various positions in the field of highway Operation & Maintenance as well as Tollway. Mr. Koutsoukos has many years of experience in Tolling issues. Part of his duties at Egnatia Odos S.A. includes the representation as a Greek representative at the European Electronic Toll Committee instituted by Directive 2004/52/EC.

Mr. Koutsoukos has served as president of the Hellenic Association of Toll Road Network (HELLASTRON) from 2021 -2023.

In addition, Mr. Koutsoukos has been involved in issues related to Tunnel safety and he participates since 2007 as an alternative member at the Greek Administrative Tunnel Authority (ATA), instituted by Directive 2004/54/EC. ATA is responsible for the operational permissions for tunnels included in Transeuropean motorways in Greece.

Mr. Koutsoukos has been involved with Tolling and ITS issues since 1989 both in the US market where his career started as a transportation engineer and later in Europe. Mr. Koutsoukos worked (1989-1996) for a governmental transportation authority in Texas, USA. Over these years he was involved with ITS applications, based on American standards for implementation in the Dallas Fort Worth area as well as issues with Electronic Fee Collection, travel demand modelling, forecasting and benefit-cost analyses. 

Konstantinos Papandreou
CEO Olympia Odos Operation SA

Konstantinos Papandreou is a licensed Civil Engineer, graduate of the Aristotle University of Thessaloniki, holder also of a Master’s degree in the field of Transportation (D.E.A.-Transport, École Nationale des Ponts et Chaussées, Paris). He is a member of the Technical Chamber of Greece, of the Greek Transportation Engineers’ Association, where he served as a BoD member and General Secretary, as well as a member of the Board of Directors in the Hellenic Association of Toll Road Network (HELLASTRON).

Mr. Papandreou brings over 25 years of considerable experience in toll road infrastructure management. Since 2008 he has been the Chief Executive Officer of Olympia Odos Operation SA, i.e. the company that has undertaken the operation & maintenance services for the Olympia Odos Motorway Concession Scheme. In his professional career he has undertaken numerous key roles and positions in various Transportation Projects in Greece. Indicatively, he served as Traffic Planning Manager in the Motorway Project of Attiki Odos, the pioneer project on a concession basis in Greece, and later on as Traffic & Maintenance Manager in Attikes Diadromes SA, the Operation Company of Attiki Odos. In the past, he ran the Planning Department of Attiko Metro SA, whereas his background also includes consulting services in both Private Companies and State Services.

As his career extends in various major infrastructure projects, his expertise covers areas relevant to Management and Operation of Transportation Projects, Traffic management and toll collection systems, Traffic forecasts, Feasibility Studies, Risk and Contract Management. He has had a determining contribution to the successful implementation of an upgraded toll interoperability service in the entire Greek territory, by undertaking the demanding role of the coordinator among all 8 motorway concession schemes being currently in operation in Greece. These fields of interest are also reflected in a number of presentations he has made in relevant congresses where he has participated, both in Greece and abroad.

Konstantinos Sideris
Maintenance Manager, NEA ODOS / Odos Kentrikis Ellados

Konstantinos serves as the Maintenance Manager for Nea Odos and Odos Kentrikis Ellados motorways 550 km Concession Projects, and possesses over a decade of professional expertise in the operation and maintenance of Hellenic motorways. In his capacity, Konstantinos oversees the motorway's preventive and corrective maintenance, infrastructure assessments, and winter operations. Moreover, Konstantinos possesses professional experience in motorway construction on the concession projects Attiki Odos and Moreas. He possesses a Bachelor of Science in Infrastructure Engineering from the Athens University of Applied Sciences, a degree in Civil Engineering from the University of Patras, Greece, and a Master of Business Administration from the University of Bolton. He also holds certification as a Project Management Professional (PMP® - PMI). In 2024, he commenced his role as the Greece representative for COPER II Road Safety under the toll-based Greek Association of Motorways, HELLASTRON.

Laura Holzer

Laura Holzer studied environmental and sustainability management as well as journalism and communication sciences. After 10 years in corporate communications at a global law firm and the federal real estate company (Bundesimmobiliengesellschaft) among others, she eventually switched her focus to corporate sustainability. From 2022 to early 2024, Laura set up the climate strategy and sustainability management of one of Austria's largest non-profit housing developers. Since April 2024, she is part of ASFINAG's CSRD team, where she primarily has been responsible for the social topics as well as the chapter on water and marine resources for ASFINAG‘s first CSRD report.

Laura Piarulli Paz

Laura Piarulli Paz is a Civil Engineer from the University of Zulia (Venezuela) with an MBA in Project Management, specializing in innovation in construction materials, quality management, and environmental sustainability. She currently works as an R&D Researcher at the Agustín de Betancourt Foundation, collaborating with the R&D concrete group at Acciona Construcción, managing EU-funded research projects, leading internal research initiatives, and developing sustainable solutions for the construction industry. She has over 13 years of experience in roles such as Quality and Environmental Technician, Quality Coordinator, and Construction Administration, contributing to the execution and quality control of large infrastructure projects across Latin America (Venezuela, Panama) and Spain. Her career combines on-site quality management with materials innovation, delivering efficient and sustainable solutions to the sector.

Livia Pardi
Project Manager, Autostrade per l'Italia

After graduating in Civil Engineering at the at the University of Rome “La Sapienza”, Livia Pardi worked at the EPFL-Ecole Polytechnique de Lausanne (Switzerland) before joining Autostrade per l’Italia and its subsidiary Autostrade TECH.

She has mainly worked in the field of Research and Development, participating with different level of involvement and responsibility in more than 20 European and Italian funded projects related to asset management, surveillance and monitoring, risk assessment, ICT and ITS services.

She is actually working in the Direction Studies & Strategies.

Madeleine Balla

In charge of contract termination when project was dropped, I joined Atlandes in 2015 when things were settled.

Since 2020. In the framework of the renewal of the ICT infrastructures and business organization for IT services in ASTM, I have been appointed as group CIO to manage the digital transformation and setup a comprehensive suite of ICT infrastructures and services to drive the international expansion and consolidation of the Group. René is a member of the General Assembly and Executive Committee of ASECAP, a member of the IBTTA (International Bridge, Tunnel and Turnpike Association) Board of Directors, served as IBTTA's International Vice President from 2020 to 2022, and a member of the Executive Board of CEDR (Conference of European Directors of Roads).

René joined the Austrian motorway operator ASFINAG in 2004, headed the corporate strategy, international affairs, and innovation department for several years, and took over the management of ASFINAG Commercial Services GmbH on 1 October 2015. From 2009 to 2011 he was delegated to ASECAP and thereafter established and managed ASFINAG’s Liaison Office in Brussels.

Early in his career, René specialized in telecommunications and transport, and he was responsible for developing and managing EU funded projects in the field of intelligent transport systems. Sergio Battiboia currently serves as Chief Commercial Officer at Movyon – Gruppo Autostrade per l’Italia. He has an extensive experience as Senior Partner with over 30 years in management consulting, specializing in Project Management, Transportation, Start-ups, Electronic Toll Collection, and Strategic Planning. Strong expertise in the EETS market and relevant technologies, with a background in Electronic Engineering from Università di Bologna. Contributed to the early development of the European Electronic Toll Service (EETS) and have in-depth knowledge of the European EETS Providers market.

 

Silvia Pérez Yéboles
Director General of Roads, Provincial Council of Gipuzkoa

Silvia Pérez Yéboles holds a Master's degree in Telecommunications Engineering from the University of the Basque Country, as well as an Executive MBA in Business Administration and Management from the University of Deusto.

She has held various management positions in the private sector for 16 years.

She is currently the General Director of Road Infrastructures at the Provincial Council of Gipuzkoa, a position she has held since July 2015.

She has also been a member of the assembly of the Territorial Transport Authority of Gipuzkoa and a board member of the Public Agency BIDEGI, the company that manages the Gipuzkoa sections of the AP-1 and AP-8 motorways.

She has led the implementation of Spain's first pay-per-use system for heavy goods vehicles in compliance with Directive 1999/62/EC using free-flow technology, and the definition and implementation of the first Spain's free-flow pay-per-use system for all types of vehicles on the AP-636 toll motorway in 2019.

Simone Capeleto
Co-founder and CEO, ThinkQuantum Srl

Simone Capeleto is Co-founder and CEO of ThinkQuantum Srl (startup and spin-off of University of Padua) providing quantum solutions for cyber security, such as fiber, free-space, satellite QKD platforms and high-end high-speed QRNG devices.

In the European Quantum Industry Consortium, he is member of the Governing board, lead of the Expert Group in Quantum Communications and responsible for the Italian Chapter.

Telecommunication Engineer with a PhD in Space Science & Technology, he earned experience in R&D (author of 10+ patents), Project Management and Standardization domains, thereafter he developed in Business Transformation, M&A, Strategy and General Management.

Tanguy Bertolus
Chief Technical and Operations Director, VINCI Highways

Tanguy Bertolus holds an engineering degree from the Ecole Nationale de l'Aviation Civile and a Master's degree in business administration. Over the course of his career, he has developed extensive experience in transport infrastructure. First in airports, where he worked successively for Aéroports de Paris for 9 years, then within VINCI Airports as Technical director between 2011 and 2017, where he was involved in the strong development of the Group's network of airport concessions. He was appointed board member of the airports of Cambodia, Portugal, Santiago de Chile and Lyon, and board member of the Ecole Nationale de l'Aviation Civile. He served between 2017 and 2024 as CEO of Aéroports de Lyon. In 2024, he moved into highway concessions, becoming Technical and Operations director of VINCI Highways, operating over 3,700 km of highways in 14 countries.

Career

Thomas Reznicek joined the Kapsch Group in 1995 as a trainee and from 1997 was responsible for key account sales at Kapsch CarrierCom, primarily in the aviation and banking data center industries. In 2007, he moved within the group to Kapsch TrafficCom.Mr. Reznicek graduated from the Higher Technical College in Vienna (Department of Electrical Engineering) and received his Master's Degree in Business Administration from the Vienna University of Economics and Business Administration in 1995.He also represents the company in various organizations, such as Avenir Mobilité in Switzerland, where he serves on the board of directors.

Ulrich Zorin
Director Motorway Management, DARS

Mr. Ulrich Zorin is  Head of the development of new technologies at DARS (Motorway Company in the Republic of Slovenia).

By education he is a master of transport sciences, specialised in international traffic flow management and is completing his doctoral studies in the field of introduction of artificial intelligence for predictiong motorway traffic jams. 

He has been very active in ITS related projects/programmes like Tempo, Easyway and Crocodile, now participates in the programs X4ITS, Atlantis, 5GSITACOR, PIARC and CEDR.

He is also lecturer on the faculty of Civil Engineering, Transportation Engineering and Architecture at the University of Maribor and President of the Society of Traffic Engineers of Slovenia.

Valerio Apicella
R&D Specialist, Movyon - Gruppo Autostrade per l’Italia

Valerio Apicella received the B.Sc. and M.Sc. degrees in energy engineering from the University of Sannio in Benevento, in 2013 and 2016, respectively. He obtained the Ph.D. in electrical engineering in 2020, with a thesis on smart materials for sensing and energy harvesting applications. During his Ph.D., he spent a period at the City University of Hong Kong, where he developed sensors based on the Photo-induced Hall Effect using 2D semiconductors. Currently, he is a Research and Development Specialist in Movyon, a company of the Autostrade per l’Italia Group. His activity is focused on renewable energy sources, electrical mobility, and energy harvesting for highway applications.

Vassiliki Danelli-Mylona
President, Hellenic Road Safety Institute (RSI) “Panos Mylonas”

Vassiliki Danelli-Mylona has studied Economics and Business Administration and held a successful management career as telematics expert having contributed in the development of innovative services for the benefit of the global telecom industry and the society. She has been the President of BoD of the Hellenic Road Safety Institute (RSI) “Panos Mylonas” for the prevention of road traffic incidents, since its establishment in 2005. The Institute was created after the tragic unfair loss of her 22-year-old son Panos and since then she has committed herself to raise awareness among citizens and Organizations in order to strengthen the Traffic Safety Culture in Greece and the world. She has been honored in Greece and in Europe (Academy of Athens Award 2021, Award for Female Social Contribution by the League for Women’s Rights, 2011, “European Citizen’s Prize” from the European Parliament 2011, by the Swedish Government for her contribution to ISO 39001 and her commitment to act for road safety, 2007, and many other distinguished Organizations and Authorities).

She represents RSI “Panos Mylonas” at the UN (ECOSOC) and she is a member of the Advisory Board of the FIA High Level Panel on Road Safety.

She has traveled to 60 countries, and works with an extended global network of road safety experts.

Vicente Camús
is Cybersecurity Manager, Globalvia

He began his career in the world of cybersecurity in Deloitte's ECC, leading the first level team with more than 70 technicians under his charge. He evolved in the same firm to Technical Project Manager and later to Manager in the area of international business development, leading the service to numerous leading clients in the chemical, pharmaceutical and banking sectors, among others.

Master in Industrial Cybersecurity by the CCI, in addition to numerous certifications in API Security for PCI Compliance, Vectra Certified Implementation Engineer, CompTIA Security+, Splunk Fundamentals, and Cybereason.

Walter Planer
Head of Global Market Coordination, VITRONIC

Walter Planer is a graduated electrical engineer with extensive expertise in transport technology and over fifteen years of experience in the toll industry. For the past three years, he has been working at VITRONIC, which core competence in the field of traffic technology is the monitoring of vehicles. Wolfgang Gritzner

Wolfgang Gritzner is working for the Austrian motorway operator ASFINAG in the ITS department. In his role as project manager for cooperative, connected and automated mobility he is leading in C-ITS projects to introduce and specify new Use-Cases and digitalization for already productive services.

In addition, Wolfgang is chairing the ASECAP permanent committee on Intelligent Transport Systems and Connected & Autonomous Vehicles – where he coordinates and closely works together with ASECAP experts on relevant EU topics.

Xavier Daura
Innovation Manager, Abertis Autopistas (AAE)

Xavier Daura is an Industrial Engineer, holding a Master’s Degree in Management and Administration of Industrial Companies from Instituto Químico de Sarrià (IQS) and Master’s in Business Administration (MBA) from the Universitat Politècnica de Catalunya (UPC), in Barcelona. His professional experience is in the fields of technology, focused particularly on product engineering and the innovation of new services. I have extensive experience managing large projects with large budgets and coordinating a sizable number of stakeholders. Over the course of the last two decades, his professional career has developed, and he is now the Head of Innovation at Abertis Autopistas, implementing innovation methodology and using agile tools to rapidly adapt to market changes. He is responsible for designing innovative products and services to improve business operations and for creating new business models to transform and prepare the company for future challenges in the mobility.
